Planned Demolition of Historic 1735-Built Home Pushed To End of May After Public Hearing

The historic home at 8 Ferris Hill Road will not be demolished until at least May 31, following a public hearing Thursday that saw a handful of residents speak passionately in favor of its preservation. Members of the Historical Review Committee voted 3-0 in favor of a 90-day delay (from the date of an application to demolish—in this case, March 2) after finding, as per the Town Code, that the 1735-built farmstead holds “historical, architectural or cultural significance” to New Canaan. The decision at the hearing—itself triggered by a formal letter of objection to the planned demolition— follows the mobilization and work of preservationists eager to spare what’s known as the Hoyt-Burwell-Morse House from the wrecking ball. It remains unclear whether the stay of demolition will garner a buyer for the home and 2.14-acre parcel, which appears to be the only viable alternative to its razing, despite the urging of planning officials to develop the property in a way that could allow for the antique’s preservation (more on that below). Max Abel, who identified himself as “the unlucky owner of this property”—drawing some laughter from the crowd of more than 50 attending the hearing, held in the Town House at the New Canaan Historical Society (the first location of New Canaan’s municipal government)—asked the committee to deny the 90-day delay.

Calling a Clapboard Hill Road man’s reasoning faulty, planning officials on Tuesday denied his bid to erect a 6-foot-high driveway gate and adjoining fence. Roy Savelli of 100 Clapboard Hill Road told members of the Planning & Zoning Commission that the higher-than-allowed gate and fencing would prevent his three young daughters from climbing over and toward the road at a blind curve. Commissioner Laszlo Papp told Savelli that he had a beautiful family “and I certainly appreciate that you are trying to protect them as much as you can.”

“On the other hand, I am somewhat puzzled by your reasoning,” Papp said at the meeting, held at Town Hall. “I have lived here for 60-something years and many generations grow up with no fencing at all. This fencing is a new phenomenon in New Canaan.

The Bank of America property opposite the Playhouse on Elm Street is unkempt and unsightly, and New Canaan should have some mechanism—in its Town Code, budget or Zoning Regulations—to either force the bank to spruce up the area or empower the town to fix it promptly, officials say. If New Canaan doesn’t have the authority now, then the Town Council should adopt an ordinance that would force the Bank of America and other businesses whose properties front public sidewalks downtown to “do a decent job,” Planning & Zoning Commission member Laszlo Papp said Wednesday at a meeting of the Plan of Conservation and Development (or “POCD”) Implementation Committee. “The area in front of Bank of America is atrocious,” Papp said at the meeting, held in the Training Room at the New Canaan Police Department. “Bank of America doesn’t even deserve the name—it should be called ‘Bank of Somalia.’ That is the way it looks.”

The criticism emerged during a wider discussion of improving aesthetics downtown, among members of the committee—an advisory group of elected and appointed officials, municipal employees and residents, charged with seeing through relevant recommendations of the recently updated POCD (see especially Section 4, starting on page 29 here). The parcel occupied by Bank of America is owned by a company, care of a separate company whose principal is a Danbury woman, according to records on file with the town Assessor and Connecticut Secretary of the State.

The main idea, Kilbane told town planning officials Tuesday night, was to promote the Best of the Gold Coast designation. Trash Talking: Town Officials Target Conspicuous, Misused Garbage Receptacles Downtown

Saying loose garbage bags, conspicuous dumpsters and misused trash receptacles diminish downtown New Canaan’s appearance and charm—if not its sanitation—town officials are searching for ways to help boxed-in businesses dispose of their waste more responsibly. Off-hours visitors to downtown—and Mead Park, for that matter—misuse public garbage bins and commercial dumpsters by throwing their household trash in them, exacerbating the problem in a town that’s seen a steep rise, in recent years, in the number restaurants and attendant waste that requires hauling, officials say. The town must “get a handle of the garbage can view as you arrive from the railroad station—that is the first thing to present itself in New Canaan,” Planning & Zoning Commissioner Laszlo Papp said at a special meeting of the Plan Implementation Committee on Jan. 7. “That entire sidewalk and garden and everything else by Starbucks is incredibly unsightly,” he said at the meeting, held in the Training Room at the New Canaan Police Department.
