‘An Enormous Addition to the Town’: New Canaan Museum & Historical Society Unveils Plan for ‘Special Collections Museum’ with Reassembled Millar Studio

Representatives of the New Canaan Museum & Historical Society last week unveiled plans for a striking new barn-like structure at their Oenoke Ridge campus. The glass-enclosed “Special Collections Museum” will have attached at its rear one of the last–if not the very last—original art studio of a founding member of the Silvermine art colony, according to Nancy Geary, executive director of the NCM&HS. 

Addison Millar’s lean-to-like painting studio—which remains in place on Mill Road more than a century after the artist himself, and his wife, were killed in a railcar accident (1913)—has been generously donated to NCM&HS by the Borglum family, Geary told members of the Planning & Zoning Commission during their March 28 regular meeting. “It is a very rustic building,” Geary said during an approximately 30-minute pre-application presentation to P&Z during its meeting, held at Town Hall and via videoconference. “It uses the bark from the mills at the turn of the century when it was built. And we have a plan to disassemble it and rebuild it, and it will be partly enclosed and partly attached to this new building. It will give us space also to have permanently on display rotating paintings by the Silvermine artists.

‘Not Only Ugly But Unnecessary’: P&Z Critical of Sign Proposed for South Avenue Doctor’s Office

Though a conspicuous South Avenue property has seen significant improvements since a local doctor acquired it for his medical practice, town officials this week voiced criticism for a sign proposed for its front yard. 

New England Healthcare LLC, owned by family medicine practitioner and longtime New Canaan resident Dr. David Dayya has done a “really nice job” with the doctor’s offices at South Avenue and Oak Street and “super” work in addressing what had been traffic problems under past occupants of the two-story building there, Planning & Zoning Commissioner Bill Redman said Tuesday night. Yet an approximately seven-foot-high, cedar post sign proposed for the front yard 194 South Ave. is “a really ugly sign,” Redman said. “It’s huge,” he said during P&Z’s regular meeting, held at Town Hall. “I have been up and down South Avenue.

Officials: Millport Building Project on Track, Relief from Developer Loophole in Sight

The first phase of a large-scale plan to create more public housing at Mill Pond is underway and on track for completion by year’s end, officials say—a widely anticipated project that’s expected to trigger temporary relief for New Canaan from a state law that allows developers to skirt local planning decisions. Under the Affordable Housing Appeals Act, towns where less than 10 percent of the housing stock qualifies as “affordable” by the state’s definition (New Canaan’s is at about 2.4 percent), developers may bypass Planning & Zoning by designating a percentage of units within proposed new structures as affordable. Ten percent is a rigorous standard that towns such as New Canaan are unlikely to meet, mostly because the state in calculating “affordable” lumps the town into the sprawling geography of the “Norwalk-Stamford Metropolitan area.”

Yet there’s a way to get relief under a provision (a complicated provision) in the state law. Under the provision, types of housing are assigned a certain number of points based on variables such as how much they cost (in mortgage payments or rent) and whom they serve (seniors or families). If a town amasses enough “housing unit equivalent” points, it can earn a four-year exemption.
