Election 2023: Amy Murphy Carroll Announces Candidacy for First Selectman [Q&A]

New Canaan’s Amy Murphy Carroll, a Democrat who has served for nine years on the Board of Finance, has announced her candidacy for first selectman. We put some questions to Murphy Carroll, the only Democrat to announce their candidacy for the town’s highest elected office in this year’s local election. The Democratic Town Committee Caucus is scheduled for July 18. Our exchange follows. ***

‘This Is Disappointing’: Playhouse Renovation Estimate Up to $7.9 Million, Double Original Budget

Due primarily to the unexpected expense of a new HVAC system, the widely anticipated renovation of the town-owned movie theater on Elm Street is now projected to cost about $7.9 million, more than twice the initial budget of $3.9 million, officials say. The town originally anticipated re-using the existing HVAC system in the Playhouse, and budgeted about $400,000 for that part of the project, but due to new Code requirements and the need for better air circulation, the cost has risen by nearly $2 million, to $2.3 million, according to Department of Public Works officials. In addition, the town and its contractors found, after starting the interior demolition of the 1923-built Playhouse, that more structural work was needed than they’d anticipated, Public Works Director Tiger Mann told the Board of Selectmen on Tuesday. “We noticed that during previous work in the building they actually did some damage to the structure itself, taking out some bearing items, some of the girders are separating, some of the areas that needed to be replaced were refashioned,” Mann said during the selectmen’s regular meeting, held at Town Hall and via videoconference. 

“So the structural engineers mentioned things that we’ve got to do on the structural side to make the building whole again. And then, given the fact of, after the eight separate design iterations that we went through to try and fit everything into the building and make it compliant with current standards and make it accessible throughout.

Moynihan: Town Should Consider Creating Access Road through Woods Behind NCHS

The town’s highest elected official said Tuesday that the town should consider paving an access road through the woods behind New Canaan High School to South Avenue. Doing so could “improve the traffic flow around the high school” and help buses “getting out of the property more than one way,” according to First Selectman Kevin Moynihan. 

“We had a rather interesting discussion with [Town Councilmen] John Engel and Steve Karl the other day … as to whether or not—and I talked about this to the superintendent last week—whether we ought to be building this road as another access out of the high school to South Avenue anyway, regardless of whether we did a police station there,” Moynihan told members of the Selectmen’s Advisory Committee on Buildings and Infrastructure during their regular meeting, held via videoconference. 

The comments came during a discussion of proposals to either renovate the existing police station at 174 South Ave. or build a new one somewhere else (a Saxe Middle School baseball field near the YMCA rose to “the top of the heap” among options for the latter, according to an architect hired by the town to study options). The wooded parcel between NCHS and Saxe—sometimes referred to as Waveny’s “panhandle,” as it includes walking trails that connect to the park—runs along South Avenue from the corner of Farm Road. 

Identified in the past by some as a good location for development—a proposal that faced strong opposition and was scuttled—the parcel is one of a handful that a team assembled by Moynihan had evaluated as a possible future police station site. Though Moynihan’s team said it prefers the Saxe ball field site, town officials have called for more details about the prospect of building a new NCPD on the parcel, along with the Locust Avenue Lot, Lumberyard Lot and mulch pile off of Lapham Road. 

Moynihan noted during the meeting that another access road that runs south of the high school, past the water tower and toward the Orchard Field in Waveny, has “helped the traffic situation at the high school.”

Referring to the possibility of building a police station between NCHS and Saxe, Committee member Amy Murphy Carroll said the new access road “could be a project regardless of whether we place something there.”

Moynihan said, “That’s what I just said.”

The existing access road between the high school and Waveny, dubbed “Tiger Trail” for the town’s Public Works director, is gated and its use is limited.

ARPA Funds: Town Weighs $500,000 in ‘Premium Pay’ Stipends to ‘Essential Workers’ During COVID

Town officials say they could direct $500,000-plus of an approximately $6 million windfall in federal funds for New Canaan to municipal employees who have worked long hours due to the COVID-19 pandemic. The Board of Finance “has been talking about a premium pay element for some employees after COVID and that will probably be for a half-million dollars or more,” according to First Selectman Kevin Moynihan. 

“One of the purposes of these funds are to give premium pay to employees who, because of COVID, may have worked extra hard,” Moynihan said during the Oct. 5 meeting of the Board of Selectmen. “That is something that has been discussed and I think the Board of Finance will talk about that,” Moynihan said during the meeting, held at Town Hall and via videoconference. 

The comments came during a general discussion of how the town should spend the first tranche of about $6 million granted to New Canaan through the American Rescue Plan Act. 

Town officials disclosed the windfall mid-summer, and since then elected and appointed bodies including the selectmen, Board of Finance and Town Council have weighed in on how to spend the money, including outlining a process for such decisions. The town has until 2024 to spend the money.

Committee Member: Moynihan Group Looking To Site New Police Station on School Grounds

A group of town workers meeting out of the public eye is expected to propose building a new police station somewhere on New Canaan Public Schools grounds, according to a member of a separate committee that also is working on options for a future police facility. The volunteer Police Department Building Committee has met publicly since last December to study renovation or rebuilding options for a new facility at the current South Avenue site. At the same time, a group of town employees at First Selectman Kevin Moynihan’s behest has been reviewing alternate locations for a future police station in New Canaan. Under state sunshine laws, groups of employees are not required to hold public meetings, and it’s in recent months the secrecy surrounding their findings has emerged as a source of frustration for some Committee members.
